A spinning conducting sphere will radiate energy very weakly as a result of a number of small effects. The first of these is electron density fluctuations which will cause locally mesoscopic electric fields, leading to charge separation and a small dipole moment. Secondly, centrifugal force will cause a slight gradient in the electron density from the rotation axis to the periphery, again leading to charge separation and inducement of a small dipole moment. Finally, vacuum electromagnetic fluctuations grazing the surface of the sphere will cause radiation that is even more feeble still.
